Buying Smarter, Not Harder: A Practical Guide to Leveraging Cooperative Contracts through Florida Sheriff's Association Cooperative Purchasing Program

Cooperative purchasing has become one of the most effective tools available to local governments, yet many agencies still aren’t leveraging its full potential or aren’t sure where to begin. This presentation will provide a clear, engaging roadmap to understanding and utilizing the Florida Sheriffs Association’s Cooperative Purchasing Program (CPP) and Host Sheriff Procurement (HSP) model, two statewide resources designed to help agencies streamline procurement, access competitively bid contracts, reduce administrative burden, and save taxpayer dollars.

In this presentation, FSA CPP will demystify the structure, purpose, and processes behind CPP and HSP, breaking down the benefits, eligibility, and compliance considerations that matter most to procurement professionals and finance leaders. Participants will walk through real-world applications, common misconceptions, best practices for implementation, and insights into how cooperative purchasing amplifies buying power while maintaining transparency and competition.

The presentation blends clear visuals with practical guidance, ensuring attendees leave with a stronger understanding of how to use these programs confidently and effectively. Whether your county, city, agency, or organization is already purchasing through cooperatives or is exploring this option for the first time, this presentation will equip procurement professionals with tools, clarity, and strategies that immediately support operational efficiency and fiscal stewardship.

Presenter’s biography:  Megan Taber serves as the Director of the Florida Sheriffs Association’s Cooperative Purchasing Program (CPP), where she leads statewide strategy, vendor partnerships, and contract execution for one of Florida’s largest and most impactful cooperative purchasing platforms.
